Rewrote utrace buildok tests to check for kernel utrace support.

* buildok/utrace02.stp: Ditto.
* buildok/utrace03.stp: Ditto.
* systemtap.base/utrace_p4.exp: Rewrote buildok tests to check for
kernel utrace support.
