Fixed relay_old.c by providing ppoll().
* runtime/staprun/staprun.h: Put ppoll() declaration here (so that
relay_old.c can use it).
* runtime/staprun/relay.c (ppoll): Made ppoll() non-static so that
relay_old.c can use it.
