PR10507: tweak heuristics for stap_uprobes[] allocation
* tapsets.cxx (uprobes::emit_module_decls): Compute MAXUPROBES
with x-treme kl3v3rn3ss.
* stap.1.in: Clarify MAXUPROBES.
