Fixed tapset reference manual generation.
* doc/SystemTap_Tapset_Reference/Makefile.am: Check for file existence
before doing compare.
* doc/SystemTap_Tapset_Reference/Makefile.in: Regenerated.
* tapset/ioblock.stp: Fixed comment so that docs can be built.
