Quick hack to make it easy to run valgrind on many of our test cases.
Notably, though, the dejagnu tests will not include valgrind.
* pre.in (MAYBE_VALGRIND): New variable.
* shlib.conf (*-*-linux*): Use it in RUN_ENV.
