Makefile.in: Set the myfulldir and mydir variables (which are relative
to buildtop and thisconfigdir, respectively.)
Also added a note to the ChangeLog indicating that we changed
lock_file.c to check for HAVE_FCNTL_H and defined(F_SETLKW) and
defined(F_RDLCK) instead of POSIX_FILE_LOCKS (so we can get rid of a
non-standard autoconf symbol.)
