utils.nsi: Fix RestartRequired function to actually determine
if a restart is required
kfw-fixed.nsi:
- Add support for compiler version 1400
- Fix terminal server key deletions
- Delete leash32.exe on uninstall
- Correct the logic of the call of RestartRequired
