aclocal.m4 (CONFIG_RULES): CONFIG_RULES now contains the standardized
autoconf macros which all configure.in files will include.
Removed WITH_KRB5ROOT, since it's no longer used.
configure.in: Remove standardized set of autoconf macros, which are
now handled by CONFIG_RULES.
