pre.in: Define AUTOCONF and CONFIG_RELTOPDIR from the autoconf
substitution macros.
post.in: Fix the call to autoconf to use $(AUTOCONF) and
$(CONFIG_RELTOPDIR), so that configure regeneration rule works
even in a subdirectory below the configure script.
