webui: do not create <hr> delimiter between sections
- section delimiter don't look good and limits UI
Their removal will allow:
- section hiding (needed in aci v2 UI)
- fluid section layout
prerequisite for:
https://fedorahosted.org/freeipa/ticket/4079
