This is to create IDL-stored NFSv4 ACLs, just as we use for posix ACLs
to permit better testing.

This will allow us to marshall this into and from an NDR blob on disk, which will
allow us to fake up ACL support during make test, and to test the NT ACL emulation
using python bindings via the VFS.

This is not only a useful way to encode stuff, it also allows python
to handle the structures, and natrually allows them to be NDR encoded.

These structures now match those in use in the source3 code. I'm not
sure if this is the better API or not, but it is far, far safer to
remove a pointer than to add one.
