NETDFS enum requests need a \\server\dfsroot as one of the enumerated dfs
links. This code had been commented out breaking dfs administration via msrpc.
This has been put back in. Only 1 level of dfs links can be administered.
Administering multiple levels would mean we need to descend into arbitrary
numbers of directories to look for dfs links.
