Reworks also sessionStorage test because disablement of cookies might be connected
with sessionStorage and localStorage. E.g. Chrome raises exception when *Storage
is accessed with "Block sites from setting any data" settings set in
"Content Settings/Cookies" section.

Automatic login attempt is initiated by first failed xhr request which
happens in metadata phase.
New phase was added before metadata phase. It interrupts UI load and shows
login page if it's directly after logout(marked in session storage).
Successfull manual login resolves the phase so that metadata phase can
follow.

Current compiled Web UI layer (app.js) contains every FreeIPA plugin and
not just the UI framework. It's not possible to start just a simple facet.
This commit creates a basis for a layer (core.js) which contains only
framework code and not entity related code.

When some module used 'freeipa/navigation' it pulled the entire Web UI
because navigation depended on app.
This patch splits the app into two modules: app and app_container.
App specifies the entities which are part of final application.
app_container module represents the application boot classes. Navigation
now depends on app_container.
