maint: remove now-unnecessary #ifdef HAVE_BYTESWAP_H guard
* lib/byte_conversions.h: Remove #ifdef HAVE_BYTESWAP_H guard.
With gnulib, we're guaranteed to have that header file.
* bootstrap (modules): Use the byteswap module.
