+It has been 10 days after 1st National Conference on ICTs for Diffrently-Abled/Underprivileged in Education, Employment and Entrepreneurship wound up at Layola College, Chennai. Since the Conference organizers Layola College and Center for Internet and Society didn’t bother to inform the participants or the world on what happened at the conference, I am writing down on what happened at a conference which could have made a difference in the field.

+Since the conference addresses the need of accessibility and accessible technologies, let me start with a look into existing situation in the field. The cues of using different Information Communication Technologies for the empowerment of differently-abled has its root in successful implementation of these in Latin languages. Major communication technologies in use for improving accessibility range from Text to speech engines, Automatic Speech recognizer, Screen Readers etc. Open standard, including web standards play an important role in improving accessibility. Some other technologies like character recognition, have some roles in the field though not as direct as this. In the context of Indic Languages, Localisation , local language computing and localised assistive technologies also play a key role in increasing the accessibility of 1/6th of world population

+The primary problem for lack of reach of advances of technology to the differentially-abled is penetration of technology. So, we should consider all those who work on improving the penetration of the technology as the primary component of any related discussions. For example, any text speech system is of no use along with a screen reader, if we don’t have enough screens which are localized to read. Internationalization of existing modules, so that it can have localized versions is also an important aspect. Along with many others the lack of localized screens remained an important reason for penetration of technology among the under privileged. In an Indian context, development of any useful system is heavily dependent on the availability of useful interfaces. Which adds another technology group working in localization/internationalization arena to the whole set of technology providers.

+There are groups and/or individuals who had demonstrated and are working hard to introduce FOSS based solutions for the accessibility problems in India. Starting from cost advantage to sustainable development of the technology is the main reason for these demands for Open Standards and FOSS based solutions. Primary organizer of the conference is even a good advocate of open standards.

+More over, if you consider ICT development in technology related to Indian Languages, development efforts are on for last 30 years. But, a useful system is not yet in place. Among many other factors, loss of existing knowledge is an important reason for this(precisely duplication of efforts). This could have been avoided if these systems were Free and Open Systems(there are many more reasons to it, but this is one important factor). Govt. is spending a lot of money on developing different systems for Indian Languages ranging from Robust OCRs/Handwriting recognition systems/Text to speech converters etc. Differently-abled communities are one of the direct benefactors of most of these technologies. To ensure sustainable development and use of technology, it was decided that these projects will be developed and implemented as FOSS solutions. But, later govt. added “Intellectual Property” as a measure of evaluating the project and this just negated the effects of development of sustainable and accessible commercial models on top of the Research and Development went into it. Fear of dying the technology developed along with termination of project is now again looks at the ones who continue to develop it.

Though there are lot of organizations in the field and many issues are to be addressed from state policy to access to the technologies, co-ordination efforts were limited. So a National Level Conference with dedicated tracks on academics/technology, Workshops for differentially-abled, workshops for building accessible systems(web developers), workshops for NGOs including a tracks on Policy discussions and panel discussions is always expected to establish the much needed coordination and a communication pipeline between different players. In case of India, inclusion of the state and non-state actors in localization efforts and push to FOSS technologies is inevitable for a sustainable model. When it is conducted by credible organizations like Center for Internet and Society who support Open Standards and work for a govt. level policy, naturally we expect the conference to make a mark on the front.

+Since the technologies for improving accessibility in Indian Languages is still in its infancy, it is expected from the conference to bring the different actors in the field together. On the contrary, due to faults in organizational activities and negligence from organizers, lot of names were missing from participants. I should say no organization who work FOSS related technologies for improving accessibility were represented. In short words, what could have become an important stepping stone in addressing issues in using ICTs for differently-abled, ended up as place to finalize details of pilot implementation of govt. developed technology at some centers(for which i don’t think such a conference was not required!). Though organizers had a chance of making a difference related to bringing all people together, if they plan a conference round table with out an agenda, i do have serious reservations about what they wanted from the conference.

+Just as an example, I will take the OCR round table. They practically invited only OCR Consortium \footnote{\url{http://ocr.cdacnoida.in/}} and Debayan Banerjee \footnote{\url{http://debayan.wordpress.com/}} from technology developers side. That too most of the consortium members got invite on the first day of conference(they were even made to walk around for their TA). Only Debayan was there to represent all OCR developers outside consortium. About the proceedings of the Round Table, practically consortium presented details of the OCR project(including technological challenges, what we have achieved and small example of how on basis of Gurumukhi along with a demo). I still didn’t understand how they failed to invite everyone else! Even for Debayan(i think he got a chance to learn a lot) but for organizers i have no idea what they gained from him. They didn’t even give a chance to him to explain what he did. Interestingly, the organizers had no idea of what should be done. There was no agenda for round table. Mr. Deependra from National Association for Blind took the pain to note down the action points and decisions. Apart from finalizing the pilot implementation of consortium’s OCR at selected centers it was decided to start a mailing list of all round table members for future communication. Practically consortium didn’t gain much other than announcing to lot other people that we exist. Debayan might have gained a lot after the interaction with all the Professors. The ones who represented NAB and Access India also gained a little. Nothing was there in plate for anybody else.

+The decision for a pilot implementation of consortium developed technology at the centers of NAB(?) was not a direct result of the conference or round table. Due to pressure from govt. to see its technology field tested somewhere, talks were on with NAB for sometime on possibilities. The conference just gave the final touches to the decisions. If you look from that angle, i am not quite sure what the organizers did in the whole round table exercise. Since they didn’t care to set an agenda for the meeting, i don’t think they have anything to their credit on this whole exercise.

+Interestingly, everyone was interested in trying out the technology, in public or exclusive and unfortunately, govt. policies related to “Intellectual Property” had some effect there. Still i do believe the things we have in consortium product is very minimal and before concentrating on producing on top of it, we should concentrate on developing the existing technology. I believe we could only have an OCR frame work, not a complete OCR solution which will satisfy everyone. For different purposes, we may have to tune the components in framework. In that case, a tunable system framework should be the final target. The current development is nowhere near that target. As it was correctly explained in Round Table, currently it will be able to help only in conversions of large books. Only later revisions can handle the bigger challenges. Even the questions on time line of the project were not addressable because the consortium will exist only till the govt. supports it. But i would say, at least in these discussions, the consortium was happy to give away content if govt. allowed. They could be later addressed if we are able to address govt. policy. Since Center for Internet and Society stands for Open Standards and access to information and all, they could have taken up the responsibility of taking up the initiative of pressurizing the govt. to release the technology,data and code related to the consortium project. Unfortunately, the only representative of CIS(a lady, Ms.Nirmita) opened her mouth only when Mr. Deependra asked her some thing about coordinating the effort of consortium and NAB(i think, not sure). I would say CIS missed a chance there on making some difference on the scene, here they just helped finalizing some discussions which was on for a long time.

+Third day i attended only for very less time. Interestingly, the round table was driven here not even by consortium, but a lady from SigmaSciTech. She had a wrapper for a proprietary sound API and practically she wanted all TTS engines to comply her standards. She was asking whether Dhwani will work with SAFA. Though people were pretty happy with Santhosh’s system, it was interesting to see, how the discussions were directed. I had to leave in between so didn’t get to know what finally happened.

+In short, the conference just did the opposite of what it should have done. It helped in accelerating some processes, which I think might have happened even if they didn’t intervene. It did nothing on policy level, no decisions on lobbying govt. for freeing up its technologies related to accessibility(at the least). More over, it gave chance for some to play the big daddy or mommy in the field and dictate to people who work on the field on what to do(thankfully, at least consortium had enough thinking heads to counter it). This was a good opportunity for a lot of people to make a mark, and I do believe they indeed made a mark in their progress card, just that it is in red.

+ On the agenda i can surely write down my bits. But for me, organizing a conference on topics like ICTs for differently-abled should be done very carefully. When i first heard about conference, i checked the cis website. The aims, themes and focus statements about the conference given there are excellent. But once we list these things out, then an agenda of items to be prepared so as to keep the focus of entire conference on the themes and aims. That is some thing which needs serious thoughts and inputs. I can just give the things come to my mind, may be like a draft. It should be debated and discussed to get to the final shape. More over my expertise is mainly on technical side, i can comment on what could have been done there. On other tracks i am not an expert and it will be difficult to comment on.

+I promised my friends at Swathantra Malayalam Computing long time back about extending Tesseract \footnote{\url{http://code.google.com/p/tesseract-ocr/}} to support Malayalam. For last some weeks I have been talking with Debayan \footnote{\url{http://code.google.com/u/debayanin/}} who does for Bengali and was trying to understand the detail of work required. We decided to work together on enhancing the existing tesseract system for indic languages. I will be following the work up in Indic tesseract space \footnote{\url{http://code.google.com/p/tesseractindic/}}.

+I conducted some small intial experiments. It gave me an idea of what I have and what is to be done(I am looking forward to a high performance system with efficiency for practical use).
+
+To test the symbol \textbf{classifier} of tesseract(note just classifier), I trained it with a single page and tested on another of same font.
+
+Training data was of about 1000 symbols.Which is pretty small compared to the usual number of symbols we encounter in malayalam which is pegged around 250-350(there are many variations! Hussain sir can give a better number). To my amazement, tesseract training is easy,simple and takes pretty less time(performance evaluation might be immature since, we haven’t trained it perfectly yet).

+My initial observations are,

+\item The segmentation part of Tesseract is not great and it might not work well with Indic languages( from what i understand, lot of research work is going on improving the segmentation of tesseract). I found it handicapped in case of upper and lower matras.
+\item Since it is not designed for languages with pre base post base modifier forms, it wont do any re arrangement of modifiers(we have to add language heuristics after recognition).
+\item Their DAWG based language model is pretty buggy at the moment and might not help us much since,

+ \item In symbol to code mapping, we don’t have a one to one map.
+ \item The standard word length it assumes and what we have(when counted in unicode level) very different, which makes a dawg based system very inefficient.
+ \item A simple dictionary based post processor might help us better i think.

+I decided on a future work plan(i will soon update the wiki with these details).

+ \item Understand the code flow and working of tesseract system(mainly how each functions are called from where for what etc.).
+ \item Identify the modules which affects us and try to understand how.
+ \item Keeping the classifier intact, add a better segmentation system(better fix the bugs in current algo if possible).
+ \item Add a reordering mechanism which is scalable to all languages(i have pretty good idea how to do it, just have to find the right place to insert it to get the right results).
+ \item Add a simple aspell or similar spell checker based language model which should help in correcting the words better than an expensive dawg system.

+പണ്ട് കോളേജില്‍ ഗ്നു/ഹര്‍ഡ് എന്ന സ്വതന്ത്ര ഓപ്പറേറ്റിങ്ങ് സിസ്റ്റത്തെപ്പറ്റി ഒരു സെമിനാര്‍ എടുക്കാനായി ചില സംശയങ്ങളുന്നയിച്ചുള്ള ഒരു മെയിലായാണു് 2006 ഓഗസ്റ്റ് അവസാനത്തില്‍ ഞാന്‍ ജിനേഷിനെ പരിചയപ്പെടുന്നതു് . ഒപ്പം ഒരു വില്ലേജ് ഓട്ടോമേഷന്‍ സോഫ്റ്റ്‌വെയര്‍ കോളേജിലെ സെമസ്റ്റര്‍ പ്രൊജക്റ്റായി നിര്‍മ്മിക്കാനുള്ള താല്പര്യവും, അങ്ങനെയൊന്നു് സ്വതന്ത്രസോഫ്റ്റ്‌വെയറില്‍ പ്രാവര്‍ത്തികമാക്കാന്‍ ഉള്ള സഹായങ്ങളും ആ മെയിലില്‍ അന്വേഷിച്ചിരുന്നു. ഇങ്ങനെയുള്ള ചര്‍ച്ചകള്‍ ഹര്‍ഡ് കേണല്‍ ഡെവലപ്മെന്റിനെപ്പറ്റീയുള്ള ചര്‍ച്ചയായും കോളേജ് ടെക്നിക്കല്‍ മാഗസിനിലേക്ക് GPLv3 യെപ്പറ്റി എന്റെ ലേഖനം വാങ്ങലായും ഫോണിലൂടെയുള്ള ചര്‍ച്ചകളും ഒക്കെയായി തുടര്‍ന്നുവന്നു. ഇതേ കാലത്താണു്, സ്വതന്ത്രമലയാളംകമ്പ്യൂട്ടിങ്ങിനെ പുനരുജ്ജീവിപ്പിക്കാനുള്ള ശ്രമങ്ങള്‍ പ്രവീണിന്റെയും എന്റെയും ഹിരണിന്റെയും മുന്‍കൈയില്‍ നടക്കുന്നതും ബൈജുവും പി.സുരേഷും ഹുസൈന്‍ മാഷും ഒക്കെ അടങ്ങുന്ന ഒരു ടീം രൂപപ്പെട്ടുവരുന്നതും. അക്കാലത്തു് ഞാന്‍ ഡയറക്ടര്‍ ബോര്‍ഡ് അംഗമായിരുന്ന ഗയ്യ എന്ന സംഘടയുടെ തൃശ്ശൂരിലെ ഓഫീസ് സ്വതന്ത്രമലയാളംകമ്പ്യൂട്ടിങ്ങിന്റെ മീറ്റിങ്ങുകള്‍ക്കായി ഉപയോഗിക്കാറുണ്ടായിരുന്നു. ഡെബിയന്‍ എച്ചിന്റെ മലയാള പരിഭാഷ പരിശോധിക്കാനും പാന്‍ഗോയിലെ മലയാള ചിത്രീകരണപ്രശ്നങ്ങള്‍ പരിഹരിക്കാന്‍ സുരേഷ്.പി നിര്‍മ്മിച്ച പാച്ച് റിവ്യൂ ചെയ്യാനുമായി സംഘടിപ്പിച്ചതായിരുന്നു സ്വതന്ത്രമലയാളംകമ്പ്യൂട്ടിങ്ങ് വീണ്ടും തുടങ്ങിയ ശേഷം നടക്കുന്ന രണ്ടാമത്തെ മീറ്റിങ്ങ്. ഈ യോഗത്തിലാണു് ജിനേഷിനെ ആദ്യം നേരില്‍ കാണുന്നതു്. ജിനേഷ് അടക്കം 13 പേര്‍ പങ്കെടുത്ത ഈ യോഗം വിലയിരുത്തി അയച്ച പാന്‍ഗോ പാച്ചാണു് കുറ്റമറ്റ മലയാളം റെന്‍ഡറിങ്ങ് ഡെബിയന്‍ എച്ചിലും അതുപയോഗിക്കുന്ന ഐടി അറ്റ് സ്കൂളിലും വൈകാതെ പാന്‍ഗോയിലും സാധ്യമാക്കിയതു്.

+അതുകഴിഞ്ഞു് സ്വതന്ത്രമലയാളംകമ്പ്യൂട്ടിങ്ങിന്റെ യോഗങ്ങളിലും ഡെവലപ്പര്‍ സ്പ്രിന്റുകളിലും സ്ഥിരം സാന്നിധ്യമായിരുന്നു ജിനേഷ്. എംഇഎസ് കോളേജിലെ പുതിയ ഒരുപാടു വിദ്യാര്‍ത്ഥികളെ സ്വതന്ത്രമലയാളംകമ്പ്യൂട്ടിങ്ങിലേക്കും സ്വതന്ത്രസോഫ്റ്റ്‌വെയറിലേക്കും ആകര്‍ഷിക്കാനും അവനു കഴിഞ്ഞിരുന്നു. 2007ല്‍ പ്രവീണിനോടൊപ്പം സ്വതന്ത്രസോഫ്റ്റ്‌വെയര്‍ യൂസര്‍ഗ്രൂപ്പ് മലപ്പുറം എന്നൊരു ഗ്രൂപ്പിനും അവന്‍ തുടക്കമിട്ടു . 2007 ലെ ഗൂഗിള്‍ സമ്മര്‍ഓഫ് കോഡില്‍ സ്വതന്ത്രമലയാളംകമ്പ്യൂട്ടിങ്ങിനു കീഴില്‍ തെരഞ്ഞെടുക്കപ്പെട്ട ഒരു പ്രൊജക്റ്റ് ജിനേഷിന്റേതായിരുന്നു. ബോല്‍നാഗിരി രീതിയില്‍ ലളിത എന്ന XKB കീബോര്‍ഡ് , മലയാളം ടൈപ്പ്‌റൈറ്റര്‍, മിന്‍സ്ക്രിപ്റ്റ്‌ കീബോര്‍ഡുകള്‍ എന്നീ ഇന്‍പുട്ട് സംവിധാനങ്ങള്‍ ഈ പ്രൊജക്റ്റിന്റെ ഭാഗമായി സുരേഷ്.പി യുടെ ഉപദേശങ്ങളനുസരിച്ചു് ജിനേഷ് നിര്‍മ്മിച്ചു .

+ഇതിനിടയില്‍ ബി.ടെക്കിനുശേഷം IIIT ഹൈദരാബാദിലെ CVITയില്‍ ജവഹര്‍ സാറിനു കീഴില്‍ മലയാളം ഒസിആര്‍ നിര്‍മ്മാണത്തിനും ഒപ്പം ഉപരിപഠനത്തിനും ആയി ജിനേഷ് ചേര്‍ന്നുകഴിഞ്ഞിരുന്നു. അക്കാലത്തു് സ്വതന്ത്രസോഫ്റ്റ്‌വെയര്‍ വിതരണങ്ങളില്‍ മലയാളപിന്തുണ പൂര്‍ണ്ണമായി ലഭ്യമായിരുന്നില്ല എന്നതുകൊണ്ടുതന്നെ സുപ്രധാന സ്വതന്ത്രസോഫ്റ്റ്‌വെയര്‍ വിതരണങ്ങള്‍ക്ക് സ്വതന്ത്രമലയാളംകമ്പ്യൂട്ടിങ്ങ് താല്‍ക്കാലിക സംഭരണികള്‍ പരിപാലിച്ചിരുന്നു . ഡെബിയന്റേത് പ്രവീണും ഫെഡോറയുടേതു് ജിനേഷും സെന്റ് ഓഎസ് , ആര്‍ച്ച്‌ലിനക്സ് എന്നിവയുടേതു് ആഷിക്കുമായിരുന്നു പരിപാലിച്ചിരുന്നതു്. അതോടൊപ്പം മലയാളം ഓസിആര്‍ റിസര്‍ച്ച് നടക്കുന്ന CVIT യിലെ ഫെഡോറ 7 അധിഷ്ഠിത സിസ്റ്റങ്ങളില്‍ സ്വതന്ത്രമലയാളംകമ്പ്യൂട്ടിങ്ങ് പുറത്തിറക്കുന്ന ഓരോ ടൂളുകളും ലഭ്യമാണെന്നു് അവന്‍ ഉറപ്പുവരുത്തുകയും ചെയ്തു .

+എന്റെ ഇടക്കുള്ള ഹൈദരാബാദ് യാത്രകളിലെ താമസം പതിവുള്ള സെന്റ്രല്‍ യൂണിവേഴ്സിറ്റി ഹോസ്റ്റലില്‍ നിന്ന് IIITയിലെ ജിനേഷ് ഒപ്പിച്ചു തരുന്ന ഗസ്റ്റ് റൂമുകളിലേക്ക് മാറുന്നതും ഇതേ കാലത്തുതന്നെ . എന്റെ മീറ്റിങ്ങുകള്‍ കഴിഞ്ഞെത്തിയാല്‍ പുലര്‍ച്ചെ രണ്ട് മൂന്നു മണി വരെ അവരുടെ ലാബിലും , ഭക്ഷണത്തിനു് കാമ്പസ്സിനു പുറത്തെ കൈരളി എന്ന മലയാളി മെസ്സിലും രാത്രി ചായകിട്ടുന്ന കാമ്പസ്സിനുള്ളിലെ ഡാബയ്ക്കരികിലും ഒക്കെയായി ഞങ്ങളുടെ ചര്‍ച്ചകള്‍ നടക്കുമായിരുന്നു . മലയാളം ഒസിആറില്‍ അവനോടൊപ്പം വര്‍ക്ക് ചെയ്തിരുന്ന നീബയും അവന്റെ എംഇഎസ്സിലെ ക്ലാസ്മേറ്റ് IIITയില്‍ തന്നെയുള്ള സുഹൈലും ചിലപ്പോഴെല്ലാം കാണാറുമുണ്ടു്. വിഷയം മലയാളം കമ്പ്യൂട്ടിങ്ങും , അക്കാലത്തെ OOXML ഡോക്യുമെന്റ് സ്റ്റാന്‍ഡേര്‍ഡൈസേഷന്‍ ഡിബേറ്റും , IIIT വിശേഷങ്ങളും മുതല്‍ അവരെഴുതുന്ന സോഫ്റ്റ്‌വെയറിന്റെ വിശദാംശങ്ങള്‍ വരെ എന്തും ആവാറുണ്ടു്. ജിനേഷ് പൂര്‍ണ്ണമായും മലയാളം ഒസിആര്‍ പ്രൊജക്റ്റില്‍ മുങ്ങിയ കാലമായിരുന്നു അതു് .

+അവരുണ്ടാക്കുന്ന മലയാളം ഒസിആര്‍ സ്വതന്ത്രമാവില്ലേ എന്നുള്ള എന്റെ ഓരോ തവണയുമുള്ള ചോദ്യത്തിനു് അതുറപ്പാണെന്നും ജവഹര്‍ സാറിന്റെ പൂര്‍ണ്ണപിന്തുണയുണ്ടെന്നും കോഡില്‍ വരെ ജിപിഎല്‍ ഇട്ടിട്ടാണ് അവന്‍ കോഡ് ചെയ്യുന്നതെന്നും പറയാറുണ്ടായിരുന്നു. ഇന്ത്യയില്‍ സ്വതന്ത്രസോഫ്റ്റ്‌വെയര്‍ പ്രവര്‍ത്തകര്‍ ഒരു പാടു കാമ്പൈനുകളില്‍ ഏര്‍പ്പെട്ട സമയമായിരുന്നു 2007 ഉം 2008ഉം. സ്വതന്ത്ര സ്റ്റാന്‍ഡേര്‍ഡുകള്‍ക്കുവേണ്ടിയുള്ള നാഷണല്‍ കാമ്പൈനും പരിഷ്കരിച്ച പേറ്റന്റു് മാനുവല്‍ ഉപയോഗിച്ച് ഇന്ത്യന്‍ പാര്‍ലമെന്റ് തള്ളിയ സോഫ്റ്റ്‌വെയര്‍ പേറ്റന്റുകള്‍ പിന്‍വാതില്‍ വഴി കൊണ്ടുവരാനുള്ള ശ്രമങ്ങള്‍ക്കെതിരായ കാമ്പൈനും ഒക്കെ ഈ സമയത്താണു് നടക്കുന്നതു് . കേന്ദ്രഗവണ്‍മെന്റ് പണം ചിലവഴിക്കുന്ന അക്കാദമിക് ഗവേഷണത്തിന്റെ മുഴുവന്‍ കോപ്പിറൈറ്റ് , ഗവേഷകര്‍ക്കു് തീരുമാനിക്കാനിവില്ലെന്നും അതു് സര്‍ക്കാരിനാവണമെന്ന ഒരു വിവാദ നിര്‍ദ്ദേശവും ഇക്കാലത്തു വന്നിരുന്നു. ഈ കാലയളവില്‍ ഞാനടക്കം ഉള്ള സ്വതന്ത്ര സോഫ്റ്റ്‌വെയര്‍ പ്രവര്‍ത്തകരുടെ മുന്‍കൈയില്‍ സ്വതന്ത്രമലയാളംകമ്പ്യൂട്ടിങ്ങും ഫ്രീ സോഫ്റ്റ്‌വെയര്‍ യൂസര്‍ഗ്രൂപ്പ് ബാംഗ്ലൂരും അടക്കം 20 സംഘടനകള്‍ ചേന്നു് സോഫ്റ്റ്‌വെയര്‍ പേറ്റന്റുകള്‍ക്കെതിരെ ഒരു നാഷണല്‍ പബ്ലിക് മീറ്റിങ്ങ് ബാംഗ്ലൂരില്‍ വച്ച് 2008 ആഗസ്റ്റില്‍ നടത്തിയിരുന്നു. അതിനു തൊട്ടുപിന്നലെ ഒരു ദിവസം ജിനേഷ് വിളിച്ചു് ഓപ്പണ്‍സോഴ്സില്‍ നിന്ന് ഈ പ്രൊജക്റ്റ് മാറ്റാനുള്ള ശ്രമങ്ങള്‍ നടക്കുന്നുണ്ടെന്നും ഡിഫന്‍സീവ് പേറ്റന്റുകള്‍ എന്ന പേരില്‍ ഒസിആര്‍ പ്രൊജക്റ്റില്‍ സോഫ്റ്റ്‌വെയര്‍ പേറ്റന്റുകള്‍ എടുക്കാനുള്ള ശ്രമങ്ങള്‍ കേന്ദ്ര ഐടി ഡിപ്പാര്‍ട്ട്മെന്റിന്റെ ഇന്റലക്ച്വല്‍ പ്രോപ്പര്‍ട്ടി സെല്ലിന്റെ നിര്‍ദ്ദേശാനുസരണം നടക്കുന്നുണ്ടെന്നും അങ്ങനെയുള്ള കുത്തകവല്‍ക്കരണം തടയാനായി എന്തൊക്കെ ചെയ്യാം എന്നും ജവഹര്‍ സാറിനാലോചിച്ച് അദ്ദേഹത്തോടൊപ്പം ഇത്തരം കാര്യങ്ങള്‍ ഉയര്‍ത്താം എന്നും പറഞ്ഞിരുന്നു.

+This is a letter which came to the OCR consortium mailing list from
+Department of IT. It doesn't talk about licensing but by distributing, i
+think they meant licensing. Close advisers of ministry may not appreciate an
+Open Source based move. I will update you as things go on. I think
+discussion on licensing is going to happen very soon and external pressure
+will be helpful for consortia to put forward its idea of FREEing the
+outcome. It was decided in the beginning about open source but not
+specifically about any license. So, i think we need to pressure on that too.
+I am not in a position to pressure but i think you have enough sources to
+ask for the details and pressure on the regard.

+If i get a chance i will discuss with sir also about the meeting you
+suggested. Currently we(consortia) are in hurry to meet targets and since
+the project time span is exceeding the timeline, we(consortia) are on

+A lot of money got pumped into the consortia efforts and i believe it is
+important to keep these things in Freedom domain(on OCR side, mainly

+2009 ജനുവരിയോടെ പേറ്റന്റുകള്‍ക്കപ്പുറം ഈ പ്രൊജക്റ്റ് സ്വതന്ത്ര സോഫ്റ്റ്‌വെയറിലിറങ്ങില്ലെന്നും റിസര്‍ച്ച് ആവശ്യങ്ങള്‍ക്കു മാത്രം ലഭ്യമാവുകയേ ഉള്ളൂ എന്നും ഏകദേശം ഉറപ്പായിക്കഴിഞ്ഞിരുന്നു . 2008 ഡിസംബറില്‍ ഐക്യരാഷ്ട്ര സഭയുടെ ഇന്റര്‍നെറ്റ് ഗവര്‍ണന്‍സ് ഫോറം ഹൈദരാബാദില്‍ വച്ചു നടക്കുമ്പോള്‍ ഞാന്‍ IIIT ഹൈദരാബാദിലെ ഹോസ്റ്റല്‍ ഗസ്റ്റ് റൂമില്‍ താമസിച്ചായിരുന്നു ഓരോ ദിവസവും പോയിവന്നിരുന്നതു്. ജിനേഷ് അന്നു് മുടിയൊക്കെ നീട്ടി വളര്‍ത്തി അടിപൊളിയായി നടക്കുന്ന സമയം. ആ സമയത്തു് ജിനേഷ് ലൈസന്‍സിങ്ങ് പേറ്റന്റ് പ്രശ്നത്തില്‍ ജവഹര്‍സാറും ഒരു സ്റ്റുഡന്റായ അവനും ഇതു സ്വതന്ത്രമാക്കാന്‍ നടത്തിയ ശ്രമങ്ങള്‍ എങ്ങനെ വിജയിക്കാതെ പോയി എന്നു വിശദമാക്കിയിരുന്നു. സ്വതന്ത്രമലയാളം കമ്പ്യൂട്ടിങ്ങിന്റെ ശില്പ പ്രൊജക്റ്റിന്റെയൊക്കെപോലെ ഒരു ഓണ്‍ലൈന്‍ സര്‍വ്വീസായിട്ടെങ്കിലും മലയാളം ഒസിആര്‍ ജനങ്ങള്‍ക്കു ലഭ്യമാക്കാന്‍ ജവഹര്‍ സാര്‍ ശ്രമിക്കുന്നതിനെപ്പറ്റിയും പറഞ്ഞിരുന്നു. 2008 ല്‍ തന്നെയാണു് ഡെബായന്‍ ബാനര്‍ജി എന്ന വിദ്യാര്‍ത്ഥി ടെസറാക്റ്റില്‍ ഇന്ത്യന്‍ ഭാഷകള്‍ക്കുള്ള പിന്തുണ കൊണ്ടുവരാനുള്ള ശ്രമങ്ങള്‍ തുടങ്ങിവെച്ചതു് . മലയാളം അടക്കമുള്ള complex script അധിഷ്ഠിതമായ ഇന്ത്യന്‍ ഭാഷകള്‍ക്കുള്ള പിന്തുണക്കായി ടെസറാക്റ്റ്ഇന്‍ഡിക് എന്ന പ്രൊജക്റ്റ് ഡെബായന്‍ ഡല്‍ഹിയിലെ 'സരൈ' എന്ന സംഘടനയുടെ ഫെല്ലോഷിപ്പോടെ നിര്‍മ്മിക്കുന്ന സമയമായിരുന്നു അതു് . IIITയിലെ മലയാളം ഒസിആര്‍ പ്രൊജക്റ്റിന്റെ പ്രവര്‍ത്തിപരിചയം ഉപയോഗിച്ചുകൊണ്ട് ലഭ്യമായ സമയത്തു് ടെസറാക്റ്റിലെ മലയാള പിന്തുണ മെച്ചപ്പെടുത്തുകയും അങ്ങനെ സ്വതന്ത്രമായ മലയാളം ഒസിആര്‍ എന്ന സ്വപ്നം നടത്താന്‍ ശ്രമിച്ചുകൂടെ എന്നു ഞാന്‍ ജിനേഷിനോടു് അന്വേഷിക്കുകയും ചെയ്യാമെന്നു് അവന്‍ ഏല്‍ക്കുകയും ചെയ്തു

+projects) funded by ministry of communication information technology.
+As a student of one of the institutions getting a part of the funds, i have some
+first hand information of related discussions.

+Ministry of Communication Information Technology(MCIT) was advised by
+their legal consultant to do defensive patenting. Then professors and
+institutions who were developing
+the softwares were convinced by a set of meetings and brainstorming
+sessions. MCIT decided to take defensive patents for all the work and
+set up a separate fund for covering the expenses(majorly because when
+the project was conceived in 2006 and later there were no heads
+accounted for patenting expenses). How they got convinced? Patents
+from Microsoft, IBM and Google in different subjects where
+cited as samples on how industry like to restrict access to knowledge
+by a group from CDAC.

+As far as i know, all the hungama started from fear of many companies
+waiting for fruits of govt. funded research to pick ideas. That actually
+happened when a group in IBM invited a professor to share his latest
+experiences
+and thoughts on some subjects related to language technology. There
+actually he talked
+about something in the back of his mind and the company took a big
+initiative to patent the idea as their own in such a way that, any
+thought on the line is illegal :)(this is information from a reliable
+source for me, but i dont have any evidence for it). This actually
+shocked the professor and he inquired MCIT about their thoughts on
+new ideas or approaches explored as a part of crores of ministry funds
+and their legal protection(which is quite unnecessary).

+Any information on the projects, funding, plans all should be
+available under RTI i believe(Anyway, all these projects are MCIT
+projects and not any kind of sensitive information). The
+problem is a little bigger in another sense where, a part of govt.
+itself is doing an illegal thing(patenting software) which will give a
+bigger standing ground for anyone who is for software patenting.

+The discussions in the thread are very interesting. But it just seems highlighting of a set of facts everybody in the entire state knows. If we have to change the system, then either we should go above the system. A lot of things should change in order for the youngsters to opt for a career of his/her choice.
+
+Everyone in the society has peer and parental pressure and its not an easy one to avoid. I was determined to go for an engg. education while all in my family wanted me to go for medicine. I just refused and its not easy for everyone. I dont have to earn penny for my parents, so its easy for me to make choice, but its not the same for all.
+
+As Sudeep pointed out, society plays a greater role in what anyone to become and its not easy for all to fight against what society decides as best for them. From what i see, the good family values of Indian society plays a greater role in the career selection. For a student who decides on a careers, the things at stake is much higher to someone in US for example.
+
+I study and work in a research lab. All my peers are from the cream of society with absolutely no burden of a family or societal pressure on them. Or i should say, people who belong to so called high society circle. From what i see, they are the only people who are capable of making a choice in their career. Every other strata of the society the one who makes the different choice is crusader.
+
+It is this social problem we have to address. For that a blind implementation of credit system in professional courses(i haven't even understood how it will work in an affiliated college system with centralized prescribed syllabus) will do no good. Career advising might work on a smaller set of aspirants, but the ones who fear the society still go for the so called "low risk" path. For the SC/ST having concessions in marks is still an acceptable solution, but there should be measures to tackle the lack of resources they have at disposal.

+RVG was talking about implementing the "year out" rule firmly. But i see it will be difficult in current scenario. While i was doing b tech, my exams for the previous semester usually came after one or two months of next semester class. To get into class i have to pay all my fees and register for the semester. When the results for the semester comes, i usually will be doing the next next semester. Only twice(after first year and final year) exams were conducted on time. Still while joining IIIT, my final year results were not out. For any successful implementation of year out rule, its not student organizations you have to bash, but the ailing university administration(there was a case when university forgot to schedule an exam and students had to go on strike for university to schedule it). University system is designed to ensure even standards and minimum quality of education, but when there is exponential increase in number of students, i am quite skeptical about the change in standard higher education in Kerala.

+If the problem in higher education scenario to be solved, we need to see and tackle problems at a variety of levels and So far no one is even talking about those. Just having a weird credit system implemented might make the professional students a little more lazy and relaxed and less serious about their subject.

+I think i may have to disagree here about the perception of knowledge industry. IT is really a Knowledge-based industry than Knowledge Industry(there are people who produces and markets knowledge in IT field also). The main difference of both is, in Knowledge based industry knowledge is a tool, while it is a product in knowledge industry. Knowledge industry is in its infancy in India and the questions and problems raised by knowledge industry is really different. I think the difference between knowledge industry and knowledge based industry is important though it looks very trivial.

+The prime factor which thrive a knowledge industry or knowledge based industry is really not real estate(the day real estate dictates the development, then i dont think it has anything to do with knowledge). +This is a common criticism everyone takes against Tendulkar. Yes, he didn't finish most of the games where he scored best. But from what I see, only Lara is a better finisher than Sachin just because, he was the only one who was in a similar situation when you have to build an innings from nowhere, with zero support(just dont compare what happened yesterday with the real master, his career was at peak 11 years before, in 98-99 season just look what was happening in Indian team then). Whatever we are getting from Sachin now is bonus. He can finish games and he had shown us that too, around the world. But the factor is, when it comes to Sachin, we like to find out where he is not perfect and we do remember games where India lost when Sachin took us just until the end out the game. Infact, by statistics, he might only player who figures in the top 10 wasted chasing centuries thrice. What is bad is Indian team, after 20 years of active cricket, India still asks him to shoulder responsibility. I don't think anyone else would have taken such a task and played consistently for this long. Despite losing 6 wickets and having no more batsmen to come out, India was still in picture when Sachin got out. That chance which he gave was the only real chance in the entire innings except a half c\&b in Hussey's over. Its not Sachin who didn't finish the game, the rest of the team, who was unable to.

+A change in syllabus might not change the quality of engineering education in a day. We have to change a lot of things associated with the education. Even the university system have some problems. I would say it averages out the student performances. Undergraduate engineering, like any other engg. program should orient student towards the different opportunities and paths he can follow after his UG program. It should have some basic elements as compulsory(i am not quite sure of the civil and mechanical components, may be people who are in robotics can help on how these courses might help). Electronics, electrical and mathematics components are very important and there should never be a question of replacing them than improving them. Students should be made understood how important these courses are.

+About the Physics chemistry courses, I do think there is a requirement for serious overhaul of the syllabus and I don't think practicals on these two are not that important for comp. sci. student(actually in my UG syllabus we didn't have practicals for both).
+
+On top of all these, we should have good oriented teachers. Like, we had so many electives in our final two years, but not enough teachers to teach any, so finally ended up by taking ones which our teachers elected to teach than what we elected to study :) Similarly, now if we have a good oriented teacher, he/she could not take much freedom in using his/her understanding of subject in teaching it but have to restrain to teach it according to the standard norms. Like, even if an author decided on revising his book, i dont think university question papers are bothered about it(one base of computer science subject is computer organization and design, the state of questions for the subjects can be read here \url{http://www.jainbasil.net/2009/10/calicut-university-style-of-computer-science-engineering/} ).

+I don't think rationalizing syllabus might bring any change in the state of students(if it is done as per wish of corporates, we might help them make some more profits). If we really have to improve the standard of education system, i do think there is a need to address the problems at different levels from how the courses are organized,administered, taught and evaluated.

+If our concern is declining standard of engg. education, its not just the syllabus who is culprit(it is one, but from what i see, even the current syllabus can do wonders if it is taught properly). It is numerous other factors like teaching, lack of understanding on subject and course relation, lack of freedom for student and teacher etc.(again freedom without responsibility will just negate the effects).

+All what i wrote are just my thoughts and i have seen most of the people talked here pointed many of them. I just like to comprehend and argue that, the perfect solution is to improve all the parameters related to education to the best possible level. Since it is the ideal case, we need think of identifying the critical parameters and try to improve them. From what i see, syllabus might not be the critical factor(it can be wrong too, but anyway not for any reasons stated in the thread).

+cars(FCX clarity) in LA suburbs.
+By the way, recently some people have come up with the waste disposal
+problems when the number of EVs go up(i think mainly its about
+Lead/Lithium in batteries). I dont know whether these studies were
+funded by anybody like shell or total(they are quite famous for this).
+TV motor shows like TopGear,fifth gear(both British), dont support the
+hybrids/EVs. But in one episode they were talking good about the Honda
+Hydrogen powered car(FCX clarity). There are now some manufacturers
+even producing electric/hybrid power super cars(Ariel Atom based cars,
+Wrightspeed X1 is the most famous i think). When Prius came out and
+became popular, there was a joke going around saying it was the local

+So i think we should expect weirdest arguments on the feasibility of

+Oh my god. Good to know this. I should be careful with my dressing.
+I have been wearing low waist jeans, 3/4ths,half trousers and dhothi
+for many years. Though, happen to get some moral policing around MES
+Engg. college for 3/4ths and half trousers its first time i am hearing
+low waist jeans is also a problem. I guess my pretty good and
+expensive collection of short shirts and t shirts might also create
+trouble then. Anyway, i dont understand what my parents have to do
+with this, since i buy these with my own money and they cant really
+make me wear what they want(at max. what my mother does is suggest
+alternatives).

+I do have a professor and scores of students in IIIT who wear basket
+ball jersey's and half trousers to class. I have seen many wearing
+jeans too(low waist or otherwise). May be its only a problem in
+kerala, and i do still hope wearing "mundu" (where the opportunities
+of exposure is plenty and even a mild wind can do wonders) is still

+I know when i offend someone and when they tell me that what i wear
+offends me. Its a matter of personal preferences. But, when a there is
+a social ban on some dresses i dont really like it. whether its a
+bikini or my short shirts and low waist jeans. I also understands when
+someone says this dress wont suit you(i dont wear skinny jeans since i
+got the same comment from different parts of the world).

+I dont really understand it when shadow police is spending their time
+on finding out whether my jeans is low waist or not and whether my
+shirt is big enough to cover for the jeans. On top I dont understand

+by car and incidentally had to step out to show my papers to police
+and they decide to arrest me for wearing low waist jeans? Or is it for
+only those who fool around in buses and bus stops? There is no law and
+hence there is no chance for policing or misuse of law. I dont know
+under what section they will charge me, may be offensive dressing to

+waist jeans is offensive so is skinny jeans. What about the pretty

+I accept personal choice anyone to like or dislike any fashion,

+i know how difficult it is to grow and cut my own hair or go to a
+unisex beauty parlour in kerala for me. it is double tough for my
+female cousins to do so.

+last time when the issue came up i happened to be only one concerned
+about police dictating me what to wear. as harish pointed out it is
+part and parcel of metro life. from trendy designer dresses(i had
+classmates who wear them to class), to public display of affection.
+since a lot of malayalees make their livlihood in metros, their wards
+seek to follow trendy lifestyle. if people really know party scenes in
+kochi, may be fx will call for sreeram sena also. every kind of crowd
+has good, bad and ugly. just because you happened to see the worst
+ones doesnt mean everyone is so.

+of these people make their own pocket money. through legal or illegal
+ways. the shamsuddeen way will just push them more into criminal world
+just for protect. if you dont know ask around how much havala or
+kuzhalpanam people pay their carriers. and who are their first choice.
+also ask around who will be the guardians of these kids if they are
+underage. most houses in chavakkad or similar gulf areas have minimal
+male presence and the chances of these kids being the senior most guy
+in house is always a possibility.
