postgresql-tasks: rename once more
* tasks/initdb: Move to tasks/initdb/basic.
* tasks/initdb_old: Move to tasks/initdb/old-syntax.
* tasks/upgrade-basic: Moved to tasks/upgrade/basic.
* tasks/upgrade-locale-utf8-syntax: Moved to
tasks/upgrade/locale/utf8-syntax.
