licensing: use GPLv2+ and LGPLv2+HEADmaster

All library files are LGPL-family, all scripts are GPL.

This sounds like reasonable licensing WRT targeted project
audience.  We can always go to GPLv3+ and LGPLv3+ (or anybody
could to this).  Inspiration from:
