We no longer use lang-table for anything. localeinfo.py is module for
accessing data from lang-table.

After 0c662ebeaf4043ff2e2a1f7d09b527f4bf243047, we can not build due to
imports problem during build time (importing pyanaconda.constants tries to
import pyanaconda.__init__ which tries to import isys etc.). This change
separates the language.py bits and the bits needed during build time.
Includes new unit tests.

(2) getlangnames.py is looking in the wrong place for .gmo files.

We were losing strings from liveinst/liveinst.desktop.in, ui/*.glade,
and lang-table whenever update-po would run. Expand the po/ Makefiles
with Rules-lang-table, Rules-glade, and Rules-liveinst. These files add
targets that generate the source files that the main po Makefile targets
will read. Use intltool-extract to generate these source files from the
glade files and the liveinst files. For lang-table, construct a source
file manually.
Modify scripts/getlangnames.py to open *.gmo files instead of *.mo
files.
In the ui/ and liveinst/ subdirs, add the *.h files to CLEANFILES so a
'make clean' operation will clear them out.

Generating lang-name depended on old behavior of rhpl.translate for looking
in po/ for the translation files. The regular gettext module doesn't do this
which means we don't get translated language names unless you already
had anaconda installed. So use gettext.GNUTranslation to directly open
the .mo file
For LANG=C, we need to ensure that the output charset is set to UTF-8

This reverts commit a6ba02f4099c40f3dd2c2783cf0bac2c1900ade4.
This currently breaks lang-names generation. We see this in the
build.log in koji:
