* common.mk (encs, ext/ripper/ripper.c): needs MFLAGS.
* configure.in (STRINGIZE): stringizing macro.
* include/ruby/defines.h (STRINGIZE): fallback.
* tool/make-snapshot: new file.
* version.c (ruby_description, ruby_copyright): string constants for
-v option.
