* lib/mkmf.rb (xsystem, xpopen): no longer expand by Config.
* lib/mkmf.rb (link_command, cc_command, cpp_command): expand
variables at once, and quote hdrdir. fixed: [ruby-core:05680]
* lib/mkmf.rb (libpathflag): quote paths.
