* lib/mkmf.rb (create_makefile): support platforms have file separator
other than /.
* {bcc32,win32,wince}/Makefile.sub (BUILD_FILE_SEPARATOR): separator
of building platform.
* {bcc32,win32,wince}/Makefile.sub (CP, INSTALL): use COPY command.
