* Makefile.in, common.mk: miniruby depens on MINIOBJS.
* dmydln.c (dln_load): dummy function to raise LoadError.
* cygwin/GNUmakefile.in, {bcc32,win32,wince}/Makefile.sub: miniruby
can't load extensions on Windows.
