* rubyio.h (FMODE_WSPLIT, FMODE_WSPLIT_INITIALIZED): new constant.
* io.c (wsplit_p): new function.
(io_fflush): split writing data by PIPE_BUF if wsplit_p is true in
multi-threaded mode.
(io_fwrite): ditto.
