* common.mk: Borland MAKE doesn't look for file names which have paths
from VPATH. fixed: [ruby-dev:26604]
* ruby.h (NORETURN, DEPRECATED): moved just after config.h.
* {win32,wince}/Makefile.sub: vsnprintf() is in missing now.
