* ext/dl/depend, ext/dl/extconf.rb, ext/socket/depend,
ext/socket/extconf.rb: shouldn't define DESTCLEANFILES in depend,
use $distcleanfiles in extconf.rb.
* win32/Makefile.sub (distclean-local): should remove .config.h.time.
