* win32/win32.c (_CRTIMP): redefine _CRTIMP on MinGW.
* configure.in: remove '-D__USE_CRTIMP' from XCFLAGS on MinGW.
* win32/win32.c (NtMakeCmdVector): handle quotes only if not instring.
