add SPICE_MSG_PLAYBACK_LATENCY
SPICE_MSG_PLAYBACK_LATENCY is intended for adjusting the
latency of the audio playback. It is used for synchronizing
the audio and video playback.
The corresponding capability is SPICE_PLAYBACK_CAP_LATENCY.
