Lightweight CAs: remove pki-ipa-retrieve-key script
For the benefit of code locality and subsequent to the
generalisation of IPACustodiaKeyRetriever to
ExternalProcessKeyRetriever, the pki-ipa-retrieve-key script is
being moved to the FreeIPA codebase.
