Raise an exception if a construct only property is set after construction
* gobject/pygobject.c: (PyGProps_setattro),
(pygobject_set_property):
* tests/test_properties.py:
Raise an exception if a construct only property is set after
construction time. Refactor property setting code and add some
more tests.
