Fix: raise warning as exception if asked by PyErr_Warn().

* gobject/pygenum.c (pyg_enum_richcompare): Fix: raise warning as
exception if asked by PyErr_Warn().
* gobject/pygflags.c (pyg_flags_richcompare): Don't return NULL
after warning; more useful warning message.
