Making our genome-docs SRPM work with Koji
We're not able to use a BuildRequires of publican-genome, yet the theme is
required in order to build the docs. The interim solution to this problem was
to copy most (all?) of the publican content and set the COMMON_CONTENT dir to
be the root of our build.
A better solution would be to contribute changes to the publican
Makefile.common that would make it more modular.
