libfdt: migrate fdt_wip.c to a wrapper of scripts/dtc/libfdt/fdt_wip.c
Now, lib/libfdt/fdt_wip.c is the same as scripts/dtc/libfdt/fdt_wip.c
Change the former to a wrapper of the latter.
