board_f: m68k: Factor out m68k-specific bdinfo setup
Factor out m68k-specific bdinfo setup to arch_setup_bdinfo in
arch/m68k/lib/bdinfo.c. Also, use if(IS_ENABLED()) instead of #ifdef where
possible.
