Summary

This syncs readme with the rest of our project, where we no longer use
777 permissions for taskotron dirs, but instead use a taskotron group
instead.

This is a follow-up for D848.

Test Plan

removed my dirs and created again according to readme, add my user to the group, everything seems to work
