Summary

Besides switching openQA in Docker to stable, this commit deals with
updating README.md according to @adamwill's comments. Data Volume
Container isn't required to be running, so don't let it. Move scripts
to openqa_webui image. Catch SIGTERM in openqa_webui and shutdown
services gracefully. Fixes T631.

Test Plan

Build all Docker images, run them according to README.md,
schedule some tests.
