Starting to try to specify what the metadata should look like.

Add WARP-0 and WARP-1

These are like PEPs or RFCs for weld.

WARP-0 is a template for WARP files.
WARP-1 is the proposal for the WARP process itself.

This name might turn out to be a little cutesy, so it might get changed,
but I thought I should check this stuff in before we get too far along.

is probably going to get split into a bunch of separate documents as
each of the various sections gets fleshed out further.
