Subject: PR 9922 fix, make --disable-pie the configure default

*configure.ac: Change the default to compiling without fPIE.
*systemtap.spec: Add --enable-pie as the default option (set
		pie_supported to 1).
*configure: Regenerated with autoconf 2.61.
