Many tests change config's variables directly in CONF object. This
fixture allows to override the values in more convenient way and
restores config after test completion.

Quantum uses a pattern all over their test base, which can be
collapsed down into a simple re-usable fixture.

Now that nova is using fixtures, we have grown some that can be used across
projects. The mox/stubout fixture is a great example of this - and also can
be used in the oslo tests themselves.
