Add templates for selected resource extensions.
Related to bug 852141; adds XML serialization and deserialization for
the following extensions:
* SecurityGroups (security_groups)
* SimpleTenantUsage (os-simple-tenant-usage)
* VirtualInterfaces (virtual_interfaces)
* Volumes (os-volumes)
* VolumeTypes (os-volume-types)
