Catch rpc up to the common state-of-the-art.
This propagates the following patch from common into nova:

Fix Zmq so it doesn't rely on nova flags
* Embeded newlines in logging makes me cry
* String formatting uses parens not curly braces
* Fix LP1023039
* Hard skip Zmq tests so jenkins passes. Someone will have to fix.
