Centralize sent_meta definition
In _create_image(), we create a properties dictionary to contain the
properties of the image we're creating, then create a sent_meta
dictionary to contain all the other image creation parameters. This
simplifies the creation of sent_meta to make the logic flow a little
easier to understand.
Fixes bug 1061922.
