Make snapshot work for stopped VMs.
Fix bug 1023682. Currently VM state is updated to ACTIVE no matter
what during snapshot. But VM should remain STOPPED if a snapshot
is taken on a stopped VM, i.e. remain unchanged.
VM state should not be changed during snapshot.
