Fixes fake for testing without qemu-img
The qemu-img commands were recently moved into libvirt/snapshots.py
so libvirt_utils.py is no longer replaced properly with a fake in
test_virt_drivers.py. This causes the test to fail if qemu-img is
not installed on the system.
This patch fixes the issue by faking out libvirt_utils in snapshots.py.
