Make libvirt LoopingCalls actually wait()
* Adds wait() to all the LoopingCall timers
* Fixes loopingCalls in baremetal/proxy.py as well
* Includes failing test to verify result from destroy
* Fixes tests depending on improper behavior
* Fixes bug 1015355
