fixed bug 928749
During the process of creating an instance
for the first time from a glance server,
nova tries to execute this command:
mkfs.ntfs --fast --label ephemeral0
/var/lib/nova/instances/_base/ephemeral_0_500_windows
This in turn fails with this error:
/var/lib/nova/instances/_base/ephemeral_0_500_windows
is not a block device.
Refusing to make a filesystem here!
The reason is that mkfs.ntfs needs the
--force flag to create a filesystem in a file.
