Workaround Migration issue with PostgreSQL
For unknown reason, SQLAlchemy-Migrate does not pass
the populate_default=True down to the ALTER TABLE statement.
Therefore, create the column in two steps, which
avoids the IntegrityError.
Fixes LP Bug 1068181
