Tenant to Project in Back ends
A continuation of the process to convert the term tenant
to project. These changes should only be visible in the
error messages produced, but should otherwise be
undetectable by calling programs.
Removes the TenantNotFound exception which propagates changes through
the code that calls the backends as well
