Rename pytest_plugins to ipatests.pytest_ipa

pytest 3.7.0 doesn't like ipatests.pytest_plugins package. The string
"pytest_plugins" is used as marker to load plugins. By populare vote and
to avoid future conflicts, we decided to rename the directory to pytest_ipa.

Have all the scripts run in python 3 by default

The Python 3 refactoring effort is finishing, it should be safe
to turn all scripts to run in Python 3 by default.

logging: do not use `ipa_log_manager` to create module-level loggers

Replace all `ipa_log_manager.log_mgr.get_logger` calls to create
module-level loggers with `logging.getLogger` calls and deprecate
`ipa_log_manager.log_mgr.get_logger`.

Use the print function

In Python 3, `print` is no longer a statement. Call it as a function
everywhere, and include the future import to remove the statement
in Python 2 code as well.

drop the "comma" syntax.

ipatests: Use pytest-beakerlib

The plugin for BeakerLib integration was split into a separate project.
If BeakerLib integration is desired, python-pytest-beakerlib shoule be
installed separately.
The IPA-specific beakerlib integration only sets up logging to BeakerLib,
if the plugin is active.
