Port all setup.py to setuptools

All setup.py files are now using setuptools through a common file
ipasetup.py. The file is auto-generated and contain all common
settings.

This patch removes unused imports, alse pylint has been configured to
check unused imports.

Replace filter() calls with list comprehensions

In Python 3, filter() returns an iterator.
Use list comprehensions instead.
