- sombody using smbspool won't always have a full smb.conf, and this is how it
was written in the first place anyway.
Again, found by the IRIX compiler.

(and yes, some of these are real bugs)
In particular, the samr code was doing an &foo of various types, to a function
that assumed uint32. If time_t isn't 32 bits long, that broke.
They are assignment compatible however, so use that and an intermediate
variable.

This commit gets rid of all our old codepage handling and replaces it with
iconv. All internal strings in Samba are now in "unix" charset, which may
be multi-byte. See internals.doc and my posting to samba-technical for
a more complete explanation.

After fixing that I needed to use O_RDWR instead of O_WRONLY in
several places to avoid the silly bug in MS servers that doesn't allow
getattrE on a file opened with O_WRONLY
|

This fixes our netbios scope handling. We now have a 'netbios scope' option
in smb.conf and the scope option is removed from make_nmb_name()
this was prompted by a bug in our PDC finding code where it didn't append
the scope to the query of the '*' name.
